TCPA compliance software is not one product. It is a set of tools that each do one job: prove consent, scrub the number, validate the phone, control the call, and keep records. Lead sellers run the first three at intake. Buyers run the calling controls before they dial.

This guide maps those tools by job instead of ranking vendors. For each job you get the risk it covers, who runs it, and when it fires in the lead flow. Lead Distro AI is a lead distribution platform, not a TCPA compliance suite or a dialer, and no tool on this page makes anyone compliant by itself.

Key Takeaways

  • TCPA compliance software is a stack of single-job tools, not one product: consent proof, number scrubs, phone validation, calling controls, and records.
  • Lead sellers run three jobs at intake: capture a consent certificate, scrub the number, and validate the phone before the lead is sold.
  • Buyers own the calling controls, such as calling hours and opt-out handling, because the buyer or its dialer places the call.
  • A distribution platform connects these tools but does not replace them. Lead Distro AI connects your own TrustedForm, Blacklist Alliance, and Trestle accounts at ingest. It is not a dialer and does not make you compliant.
  • Every rule here comes from the statute and the FCC rules. Read 47 U.S.C. 227 and 47 CFR 64.1200 with counsel before you pick a stack.

What TCPA compliance software actually covers

The Telephone Consumer Protection Act is the federal law behind these tools. Under 47 U.S.C. 227(b)(3), a person can recover $500 in damages for each violation, and a court may raise that award up to three times for a willful or knowing violation. That per-call exposure is why lead buyers ask sellers for proof.

TCPA compliance software covers the checks that produce that proof. It does not write your consent language. It does not tell you whether your caller may dial a number. It does not replace a lawyer, and it cannot repair a call that already happened. The operating rules sit in 47 CFR 64.1200, so treat that section as your list of TCPA compliance guidelines and treat each tool as evidence that one guideline was followed.

Our TCPA compliance for lead generation guide covers the legal landscape in depth. This page stays on the tools.

The tool map by job

TCPA compliance software checks split between the lead seller at intake and the buyer at dialing

Sort TCPA tools by the job they do, not by the vendor name. Each job has a different owner and fires at a different point in the lead flow.

Read the table left to right as the order a lead moves: proof first, scrubs next, calling controls last.

Consent proof is the job most buyers check first. Under 47 CFR 64.1200(f), prior express written consent is an agreement in writing, with the signature of the person called, that clearly authorizes the seller to deliver the calls and lists the phone number. It must come with a clear and conspicuous disclosure.

A consent certificate is how a lead seller shows that this happened on a real page. A script on the form records what the person saw and typed, and a certificate URL or token travels with the lead. Two tools dominate this job. Our guides explain what TrustedForm is and what Jornaya is, including how buyers check each one.

Two details trip up sellers. First, a certificate URL is only a pointer until it is claimed, so retention matters. ActiveProspect lists TrustedForm Certify as free to issue, while Retain is billed per certificate at the time you store it (checked October 2026). Second, a certificate proves a moment on a form. It does not prove your disclosure wording was legally sufficient.

Scrubbing: DNC, state lists, litigators, reassigned numbers

Scrubbing means checking the phone number against lists of numbers you should not contact. Four lists matter, and each answers a different question.

  • National registry. Under 47 CFR 64.1200(c)(2), registrations must be honored indefinitely unless cancelled. State lists may add their own requirements, so check each state you call into.
  • Internal opt-outs. Section 64.1200(d) requires a written policy for your own do-not-call list, and a request must be honored for five years.
  • Known litigators. Commercial databases track repeat plaintiffs. Our guide to TCPA litigation risks for lead buyers explains why this list exists.
  • Reassigned numbers. Section 64.1200(m) gives a safe harbor to a caller that checked the numbering database and received an erroneous answer. The caller carries the burden of proof.

Our DNC scrubbing guide goes deeper on list handling. No scrub is complete forever, because a number can join a list after the check ran. Any TCPA compliance software you pick should let sellers scrub at intake and buyers scrub again before dialing.

Phone validation and identity at intake

Phone validation answers a different question: is this a real, working number that belongs to the person on the form? It is a data quality check first and a compliance aid second. A disconnected number or a mismatched name sends your buyer's agent, and your return rate, in the wrong direction.

Validation vendors check whether a line is active, what type it is, and sometimes who is tied to it. Trestle is one example, with products for phone validation, a contactability grade, caller ID, and reverse lookups. Validation runs at intake, before the lead is sold, because that is the cheapest moment to drop a bad record.

Be clear about what validation cannot do. A valid phone is not consent. A matching name is not consent. Validation reduces junk and mismatches, and it feeds your records, but it never replaces the certificate or the scrubs above. Treat it as the third tool in your TCPA compliance software stack, not a substitute for the first two.

Calling controls and records: the buyer side

Calling controls decide when and how a call goes out, so they belong to whoever places it. Under 47 CFR 64.1200(c)(1), telephone solicitations may not go to a residential subscriber before 8 a.m. or after 9 p.m. at the called party's location. Dialer settings usually enforce that rule, along with frequency limits and opt-out handling.

Call recording consent is a separate question, because recording laws differ by state. Ask counsel, and do not assume a dialer's default fits your states.

Records tie everything together. When a claim arrives, you need the certificate, the scrub results, the timestamp, and the opt-out history for that lead. Sellers should keep what they ran at intake and hand buyers the proof with the lead. Buyers should keep what they ran before dialing. If a tool cannot export its log, treat that as a gap in your TCPA compliance software stack.

Where a lead distribution platform fits (and its limits)

TCPA compliance software accounts connected through a lead distribution platform at ingest

A distribution platform sits between your lead sources and your buyers, so intake checks run there. Lead Distro AI connects your own accounts at ingest. You pay each vendor directly, and Lead Distro AI adds no markup.

  • TrustedForm. With your key connected, a certificate URL is claimed, and the lead's email and phone are matched against the certificate. Make the field required and a failed claim or mismatch rejects the lead. Leave it optional and the result is recorded and passed on.
  • Blacklist Alliance. Matched leads can be rejected before any buyer sees them, or tagged and routed. If the lookup errors or your daily lookup cap is reached, the lead passes unscrubbed, so a clean result is never a guarantee.
  • Trestle. Phone validation runs at ingest, and you choose which products run per campaign.
  • Jornaya. The token is captured and passed through. Verification is still in final validation, so keep that field optional for now.
  • Suppression lists. Upload your own blocked phones and emails, and matching leads are kept from being delivered to that buyer. See suppression lists in Lead Distro AI.

Details live in the Blacklist Alliance integration doc. What it does not do: it is not a dialer, it does not choose your consent language, and it does not make you compliant. Start a 7-day trial (card required) to test these checks on your own lead flow.

This page is general information, not legal advice. TCPA rules change through FCC orders and court decisions, and the right setup depends on your vertical, your states, and how your buyers call.

Bring counsel in before you launch a new vertical, change your consent language, or sell to a buyer that uses automated dialing or texting. Bring counsel in again after any demand letter or complaint.

Use TCPA compliance software to collect evidence, not to settle legal questions. Counsel decides whether your disclosure, your scrub schedule, and your retention policy fit the rules in 47 U.S.C. 227 and 47 CFR 64.1200. Tools report what happened. They do not rule on whether it was enough.

FAQ

What is TCPA compliance software?

TCPA compliance software is the set of tools that produce evidence a lead or call followed TCPA rules. The main categories are consent certificates, do-not-call and litigator scrubs, phone validation, calling controls, and record keeping. Most teams combine several tools because no single product covers every job, and none replaces legal advice from counsel who knows your vertical. Ask each vendor what it logs and exports.

How do you get TCPA compliant?

Start with the written rules in 47 CFR 64.1200: valid written consent, registry and internal opt-out handling, and calling hour limits. Then add tools that prove each step happened for every lead. Have counsel review your consent language, your disclosure, and your retention policy, because tools only collect evidence and cannot decide whether that evidence is enough for your situation. Keep the answers in writing.

Which TCPA tools do lead sellers need versus buyers?

Sellers need consent proof, a number scrub, and phone validation at intake, plus records they can hand to buyers with each lead. Buyers need to scrub again before dialing, plus calling hour controls, opt-out handling, and their own records. Overlap is normal, since a buyer inherits risk from every lead it calls, so many buyers repeat the seller's checks before they dial. Agree on who runs each check in your buyer contract.

Do TCPA compliance tools make me compliant?

No. These tools reduce risk and produce evidence, but compliance depends on your consent language, your calling practices, and your state rules. A scrub can miss a number that joined a list after the check ran. A certificate proves a form moment, not that the disclosure was sufficient. Treat every tool as one layer of a program that counsel reviews and updates over time. Review it whenever rules or vendors change.

Is Lead Distro AI a TCPA compliance suite or a dialer?

No. Lead Distro AI is a lead distribution and call tracking platform. It connects your own TrustedForm, Blacklist Alliance, and Trestle accounts at ingest, applies suppression lists, and can reject a lead on a failed check. It does not place outbound calls and does not make anyone compliant. Call tracking is usage-based, with a per-number monthly fee and a per-minute rate. Plans and limits are on the pricing page.

What does TCPA compliance cost?

It depends on the tool and your volume. Most vendors bill per lookup or per certificate, so cost scales with lead volume. ActiveProspect lists TrustedForm Certify as free to issue and bills Retain per certificate. With Lead Distro AI you pay each vendor directly, and plans start at $147 per month for call tracking, $297 for Starter, and $497 for Growth, with Scale by quote. Vendor rates change, so check each vendor's page.

Next steps

Build your TCPA compliance software stack job by job. Capture a certificate on every form, scrub every number at intake, validate the phone, and keep the logs. Then confirm with counsel that the pieces fit your verticals. For the legal background, read our TCPA compliance for lead generation guide.

If you sell leads and want these intake checks inside the same platform that routes and bills them, start a 7-day trial and connect your own accounts. A card is required, and you can cancel during the trial.
